What a Tourist Guide Certificate Means in Albania
Guiding in Albania is a certified profession under Law No. 93/2015 “On Tourism”, Articles 57 to 61, as amended by Law No. 30/2024. The certificate (certifikata e udhërrëfyesit turistik) is issued by the ministry responsible for tourism for a category and a language, and entered in the Central Tourism Register. There are three categories: national, local and specialised, the last covering hiking, rafting, canyoning and similar mountain activities. Council of Ministers Decision No. 692/2016 sets the criteria: an accredited training programme, secondary education and a clean criminal record. The certificate is valid for two years and is renewed on proof of continued work and training.
Article 58 requires the guide to carry the identification document that goes with the certificate. Article 61 allows a foreign guide to work only with Albanian certification; otherwise a visiting tour leader may accompany a group only alongside a certified Albanian guide.

Shkodër City Centre and Rozafa Castle
Rozafa Castle stands on a rock 3.5 km south of the centre where the Buna, Drin and Kir rivers meet. Its walls are Illyrian at the base with Venetian and Ottoman layers above; the legend of the woman walled into the foundations gives the castle its name. Entry is 400 lek; the museum in the Venetian captain’s building has a separate ticket. In town the walk follows the Pedonale on Kolë Idromeno street to the Marubi National Museum of Photography, home of Albania’s first photograph, and to the Site of Witness and Memory, the former Sigurimi building that documents the communist years.

Lake Shkodër and the Mes Bridge
Lake Shkodër is the largest lake in the Balkans and the border with Montenegro runs through it. The shore road reaches the fishing villages of Shirokë and Zogaj, where the restaurants serve carp and eel from the lake. The programme then turns north-east to the Mes Bridge, an eighteenth-century Ottoman stone bridge over the Kir with thirteen arches, no entry fee, about 8 km from the city.

Theth is the main village of the Albanian Alps national park and a two-and-a-half-hour drive from Shkodër over the Qafa e Thorës pass. The road is asphalted but single-lane and exposed, which is why the guide uses a four-wheel-drive and why the route can close between December and May. The day takes in the stone church, the lock-in tower of the blood-feud era and the walk to the Blue Eye, a spring pool about an hour on foot, with the Grunas waterfall as the shorter alternative. Guides with the specialised mountain category lead the longer hikes.

Koman Lake and the Shala River
The Koman ferry runs between Koman and Fierzë through a reservoir so narrow and steep-sided that it is usually compared to a fjord. The crossing takes two and a half to three hours and the boats run from May to October; from Shkodër the pick-up is about seven in the morning and the return reaches the city in the late afternoon. Most day programmes leave the ferry at the mouth of the Shala River for a smaller boat up the green water. Valbona, on the far side, is an overnight, not a day trip.
Krujë and Tirana
Krujë is the castle of Skanderbeg, the fifteenth-century leader who held off the Ottoman army for a quarter of a century, and it lies on the way to Tirana. The castle grounds are free; the Skanderbeg Museum inside costs 200 lek, and the Ethnographic Museum in a restored Ottoman house has its own ticket. The Old Bazaar below the walls sells kilims and filigree. The afternoon is Tirana: Skanderbeg Square, the Et’hem Bey Mosque, Bunk’Art 2 in the former interior ministry bunker and the Blloku district. Tirana is about 100 km from Shkodër, the longest drive of the five programmes.

Day Trips from Shkodër: What Fits in a Day
Everything on this page lies within the distance of Tirana from Shkodër, about 100 km, which is the practical limit for a day trip with a guide. Theth and Koman are closer in kilometres but slower in hours because of the mountain roads and the ferry timetable. Lezhë, 45 km south, holds the memorial tomb of Skanderbeg and can be added to the Krujë day. Berat, Gjirokastër and the southern coast are beyond a day’s reach and belong to a longer itinerary with overnight stops. Montenegro is 35 km away at Hani i Hotit, but a crossing needs a guide certified on both sides, so it is not part of these programmes.

The guide fee is per group: 70–90 € for a half day, 120–160 € for a full day. The band depends on the programme and the group size; Alpine days with a four-wheel-drive vehicle sit at the top of the range. The car with driver is quoted separately for the route. Tickets are paid in lek at the gate; euro figures are approximate.

When to Visit Shkodër
The city programmes run all year; the Alps run from late spring to autumn. The Theth road can be closed by snow between December and May and the Koman ferry runs from May to October, so a winter visit means Rozafa, the lake, Krujë and Tirana. July and August are hot on the plain, above 35 °C, and the guide starts the mountain days early. September and October give clear days in the Alps and the best light on the lake.
Getting Around with a Guide
Shkodër itself is walked; everything else needs a car, and the Alps need a four-wheel-drive. Tirana International Airport at Rinas is about 85 km away, roughly an hour and a half, and the guide can meet you there and run the Krujë programme on the way north. The guide arranges the vehicle, or drives, and quotes it for the route, separately from the fee above.
Driver-Guide or Guide plus Driver
In northern Albania many certified guides drive their own vehicle, which keeps the cost of a small group down. For the Theth road a driver who knows the pass matters more than the car; the guide will say which arrangement suits your group. Inside Krujë Castle, on the Koman ferry and on the trail to the Blue Eye the guide is on foot with you.
Private and Longer Arrangements
A private guide costs the same per group for a family as for two people. For a longer stay the guide builds a programme across several days from a Shkodër base: city and lake on arrival, Theth with a night in a guesthouse, the Koman ferry to Valbona, Krujë and Tirana on the way to the airport. A boat on the lake at Shirokë or a meal at a slow-food farm in the Zadrima plain is arranged with the guide at cost.
Guide Languages in Shkodër
English and Italian are the working languages of most certified guides in northern Albania, and the certificate is issued for a specific language. English-speaking guides are the majority; German and French-speaking guides exist in smaller numbers. For a language other than English, write to the guide first; the guide can usually point you to a certified colleague in the register.
